Why can a relatively small noise become incredibly annoying?

Most of us have experienced it. A dripping tap. A neighbour's music. A car alarm. Someone repeatedly tapping a pen. Or, of course, a dog barking next door.

Sometimes the sound isn't particularly loud. Yet after hearing it repeatedly, it can become almost impossible to ignore.

This raises an interesting question:

Why does the brain sometimes find a sound much more annoying than its volume alone would suggest?

The answer is surprisingly complicated.

Research into environmental noise suggests that annoyance is influenced by both the physical characteristics of a sound and psychological factors such as predictability, perceived control, context, expectations and individual sensitivity. In other words, noise annoyance is partly an acoustic phenomenon and partly a psychological one.

Noise isn't simply about loudness

It is tempting to think of noise nuisance as a simple equation:

Louder sound = more annoyance

In reality, things are not that simple.

Two sounds with similar sound-pressure levels can produce very different reactions in different people.

Researchers studying environmental noise have found that acoustic exposure explains only part of the variation in annoyance. Psychological and social factors can substantially influence how people respond to the same noise.

This is one reason why a noise meter alone cannot necessarily tell us how annoying a sound will be.

The brain is designed to notice change

One of the most important characteristics of the human auditory system is its ability to detect changes in the environment.

From an evolutionary perspective, this makes sense.

A completely predictable background sound can be relatively easy to ignore. A sudden, unusual or changing sound may deserve attention.

If you are sitting in a quiet room and somebody suddenly shouts outside, your attention is likely to shift towards the sound almost automatically.

You don't necessarily decide to listen.

Your brain has already decided that something has changed.

Attention is not always voluntary.
Some sounds can capture attention before we consciously decide whether we want to listen to them.

Why repetition can make a noise worse

Repetition is particularly interesting.

You might expect the brain to simply get used to a repeated sound. Sometimes it does. This process is broadly related to habituation, where repeated exposure to a stimulus produces a reduced response.

But habituation is not guaranteed.

If a sound remains unpredictable or continues to demand attention, the brain may continue responding to it.

This can make intermittent noises particularly frustrating.

Imagine two sounds:

Sound A: a continuous low hum from an air-conditioning unit.

Sound B: one dog bark every few minutes, with no obvious pattern.

The second sound may be less intense overall but can be much harder to ignore because each new bark provides another event for the brain to notice.

Unpredictability is important

Imagine knowing that a dog will bark at exactly 8:00pm for ten minutes every evening.

You might still dislike it, but you can anticipate it.

Now imagine that the dog barks at 10:17pm, then 10:43pm, then 11:05pm, then stops for an hour before starting again.

The second situation can be psychologically more difficult because you don't know when the next interruption will occur.

Research into environmental noise has identified psychological appraisal and coping as important components of the response to noise. The way people perceive and interpret the noise can therefore influence the experience of annoyance.

The anticipation effect: Once you expect a noise to occur, you may begin listening for it. This can make the next occurrence particularly noticeable.

Perceived control may be one of the most important factors

Perhaps one of the most fascinating findings in the psychology of noise is the importance of perceived control.

Imagine that exactly the same noise is coming from two different sources.

In one situation, you can turn it off whenever you want.

In the other, somebody else controls it and you have no way of stopping it.

The physical sound may be identical, but your psychological response can be very different.

Perceived control has been proposed as a major factor in environmental noise annoyance and in the way people cope with noise-related stress.

This may explain part of the neighbour-noise problem.
The person making the noise has control over the source. The person hearing it may feel that they have none.

Why a neighbour's dog can be especially frustrating

Dog barking combines several characteristics that can make sounds attention-grabbing.

It is:

  • intermittent
  • often unpredictable
  • biologically meaningful
  • capable of changing rapidly in pitch and intensity
  • associated with an animal capable of responding to its environment
  • often outside the listener's control

A dog bark is not simply a random acoustic signal. It is a form of animal communication.

Humans are highly sensitive to vocal sounds, and recent experimental research has specifically investigated why vocalisations can be intrusive and resistant to habituation. The 2026 study included dog barks among the animal vocalisations examined and found that temporal structure and vocal characteristics can influence how distracting and annoying vocalisations are perceived.

Dogs aren't producing a single type of sound

Another interesting point is that not all barks are acoustically identical.

Dogs vary their vocalisations according to circumstances, and individual barks can differ in pitch, harmonic structure, noisiness and temporal characteristics.

Research examining dog and coyote barks has found measurable acoustic differences and has investigated which characteristics influence human perceptions of noisiness.

This means that two dogs can produce sounds that are subjectively quite different even if both are simply described as "barking".

The emotional meaning of a noise matters

Our response to a sound isn't determined entirely by the sound itself.

We also interpret it.

Consider a baby crying.

A parent may find the sound extremely attention-grabbing but interpret it as a signal that their child needs something.

A stranger hearing the same sound might experience it very differently.

Similarly, a dog owner may hear barking and think:

"My dog is excited because someone is outside."

A neighbour may hear the same bark and think:

"That dog is going to start barking again."

The acoustic stimulus is similar, but the psychological interpretation is different.

Anticipation can create a feedback loop

This is where things can become particularly interesting.

Suppose a dog has been barking every evening for several weeks.

Eventually, the neighbour may begin expecting it.

At 9pm they may start thinking:

"I wonder when the dog is going to start barking tonight?"

They become more alert to sounds coming from next door.

A bark occurs.

The brain notices it immediately.

The person becomes annoyed.

They begin listening for the next bark.

Another bark occurs.

And the cycle continues.

Important: This does not mean that the noise is imaginary or that the person is "making it worse". The sound is real. Psychological anticipation can simply change how quickly and strongly the brain responds to it.

Why night-time noise can be particularly difficult

Night-time creates a particularly interesting combination of psychological and physiological factors.

Background environmental noise is generally lower, meaning individual sounds can stand out more clearly.

At the same time, the person may be trying to sleep.

A sudden bark can therefore interrupt rest and create an immediate orientation response.

Repeated disruption can then make it difficult to return to sleep.

The World Health Organization recognises sleep disturbance and annoyance among the important effects associated with environmental noise exposure.

Night-time is different psychologically.
A sound that might be relatively easy to ignore at 3pm can become extremely intrusive when you are trying to sleep at 2am.

Noise and physiological arousal

Noise doesn't only affect conscious thought.

Environmental noise can act as a stressor and contribute to physiological arousal involving the autonomic nervous system and endocrine stress responses.

WHO reviews describe pathways involving physiological arousal and stress responses, while also emphasising that psychological and perceptual factors modify how individuals respond to noise.

This helps explain why persistent noise can leave someone feeling physically tense or stressed even when they consciously know that the sound is not dangerous.

Why annoyance can affect concentration

Attention is a limited resource.

If part of your attention is repeatedly being drawn towards an unpredictable sound, there may be less attention available for whatever you are trying to do.

This can be particularly noticeable when:

  • working from home
  • studying
  • reading
  • writing
  • participating in online meetings
  • trying to sleep

The WHO identifies environmental noise as capable of interfering with activities at home, work and school and associates excessive noise with reduced performance and cognitive effects.

Why some people are more sensitive than others

If two people hear exactly the same barking, it does not follow that they will experience the same level of annoyance.

People differ in:

  • noise sensitivity
  • attention
  • previous experiences
  • stress levels
  • sleep requirements
  • expectations about their environment
  • ability to control or escape the sound
  • individual circumstances

Scientific reviews of environmental noise have specifically identified substantial individual differences in reactions to noise.

The same sound can therefore produce very different experiences.

One person may barely notice a barking dog while another person finds the same barking extremely disruptive.

Does that mean the person complaining is "too sensitive"?

Not necessarily.

Individual sensitivity is real, but that does not mean that a person's experience of persistent noise should simply be dismissed.

Equally, experiencing very strong annoyance does not automatically mean that the source of the noise is legally a nuisance.

These are two separate questions:

Psychological question:
How strongly does this person react to the noise?

Legal question:
Does the noise meet the relevant legal test for nuisance?

A person can be genuinely distressed by a sound without that sound necessarily meeting the legal definition of statutory nuisance.

Why perceived unfairness can make noise worse

There is another psychological factor worth considering: fairness.

If someone believes that another person could easily stop a noise but chooses not to, the emotional response may become stronger.

The thought process can change from:

"That noise is annoying."

to:

"They know it is annoying me and they don't care."

At that point, the emotional reaction is no longer purely about acoustics.

It has become partly about the perceived behaviour of another person.

Why the source of the noise matters

The identity of the noise source can influence how people interpret a sound.

A noise from a machine may be perceived as an unavoidable part of the environment.

A noise coming from a neighbour's property may feel more personal because it is associated with another person who could potentially change the situation.

This is another reason why neighbour noise disputes can become emotionally complicated.

Habituation: why some people eventually stop noticing

Fortunately, the brain can adapt to repeated stimuli.

This is one reason why you may stop noticing a refrigerator humming after living with it for several months.

But habituation depends on the characteristics of the stimulus and the circumstances in which it occurs. Unpredictable, variable or attention-grabbing sounds can be more difficult to ignore.

WHO literature also recognises habituation and adaptation as relevant issues in understanding responses to persistent noise.

Why a continuous noise may be easier to tolerate

Consider the difference between:

A continuous hum: "mmmmmmmmmm..."

and:

An intermittent noise: "BARK... silence... BARK... BARK... silence... BARK."

The continuous sound may be louder overall but can become part of the background.

The intermittent sound repeatedly creates new events that the brain may have to process.

This is one reason why measuring only average sound levels can fail to capture the complete subjective experience of noise.

Why barking can be particularly attention-grabbing

Dog vocalisations are a fascinating example because they are biological signals.

Animal vocalisations are not simply random noise. They have evolved to communicate information between animals.

Recent research into vocal annoyance suggests that characteristics which help a vocal signal capture attention and resist habituation can also contribute to its intrusive or annoying quality. The study included dog barks alongside other animal and human vocalisations.

Interesting point: A sound can be annoying partly because it is good at getting your attention. From the animal's perspective, that can be a useful feature of the signal. From the neighbour's perspective, it can be rather less welcome!

Is noise annoyance "all in the mind"?

No.

This is an important distinction.

Psychological factors influence the experience of noise, but that does not mean that the noise itself is imaginary or that the effects are insignificant.

Environmental noise research recognises both physical exposure and psychological response as important components of the overall problem.

A sound can therefore be both:

  • a real physical acoustic stimulus
  • a psychological stressor

When annoyance becomes a quality-of-life problem

Occasional annoyance is a normal part of living around other people.

Persistent noise is different.

If noise repeatedly interferes with sleep, concentration, work, relaxation or enjoyment of your home, its impact can become much more significant.

The WHO recognises annoyance and sleep disturbance as important consequences of environmental noise and identifies broader effects on daily activities and wellbeing.

The important distinction:
Being annoyed by a noise is not necessarily unreasonable. But being highly annoyed does not, by itself, establish that the noise is legally a nuisance either.

The psychology of a barking-dog dispute

Once all of these factors are considered, it becomes easier to understand why disputes about barking dogs can become surprisingly emotional.

The neighbour hearing the barking may experience:

  • repeated interruptions
  • lack of control
  • anticipation of the next bark
  • sleep disruption
  • difficulty concentrating
  • stress
  • frustration
  • a sense that the problem is not being taken seriously

Meanwhile, the dog owner may experience the situation very differently:

  • they may not hear the barking
  • they may believe it is occasional
  • they may feel that their dog is behaving normally
  • they may feel personally criticised
  • they may not know why the dog is barking

Both perspectives can therefore feel completely genuine.

This is why communication matters.
A neighbour may not realise that the dog is barking when they are away, while the person being disturbed may not realise that the owner is unaware of the problem.

What does this mean for dog barking complaints?

Understanding the psychology of noise does not determine whether a particular complaint is justified.

Instead, it helps explain why apparently small differences in noise can produce very different experiences.

When documenting a barking problem, it can therefore be useful to record more than simply how loud the barking sounds.

Consider recording:

  • when the barking occurs
  • how frequently it occurs
  • how long it lasts
  • whether it is predictable
  • whether it interrupts sleep
  • whether it interrupts work or concentration
  • how it affects your normal use of your home

These details provide a much richer picture of the problem than a single statement such as "the dog is very loud".

A fascinating paradox

There is an interesting paradox at the heart of noise nuisance.

The more we try to ignore an unpredictable noise, the more attention we may pay to whether it has happened again.

You can end up listening for the very sound you desperately want to ignore.

"Is that the dog?"

...silence...

"Was that it?"

...BARK!

The sound has now become something the brain is actively monitoring.

This does not mean that the listener is responsible for the problem. It illustrates how attention, expectation and unpredictability can interact to make an environmental noise particularly difficult to ignore.

So, why is noise nuisance so annoying?

There isn't one single answer.

Noise annoyance appears to arise from an interaction between the physical characteristics of the sound and the psychological response of the listener.

Important factors can include:

  • loudness
  • frequency characteristics
  • duration
  • repetition
  • unpredictability
  • intermittency
  • time of day
  • sleep disruption
  • attention
  • perceived control
  • expectations
  • stress
  • individual sensitivity
  • the meaning attached to the noise

Environmental noise research therefore increasingly treats annoyance as more than simply a measurement of decibels. It is an interaction between the sound, the environment and the person experiencing it.

The bottom line:
A noise does not have to be extraordinarily loud to be extraordinarily annoying. If it is unpredictable, repetitive, difficult to control and repeatedly captures attention, the psychological impact can be considerably greater than its volume alone might suggest.
